Liberia Introduces Equitable Funding Policy to Better Support Learners Who Need It Most

How should public education funding be shared? Should every school receive the same amount, or should schools serving children facing greater challenges receive more support?

Liberia has chosen the latter.

The Ministry of Education has developed the Equitable Funding Policy, introducing a new way of financing public early childhood and primary education.

Instead of treating every school the same, the policy allocates funding based on the number of learners enrolled and the challenges they face. Every learner will receive a base allocation, while schools serving children affected by poverty, disability, remoteness, and gender-related barriers will receive additional funding to help address those challenges.

The policy also establishes a transparent funding formula, giving schools greater certainty in planning while ensuring that public resources are directed where they can have the greatest impact.

This milestone represents an important step toward building a fairer education system. Once implemented, the policy will help ensure that where a child lives, or the circumstances they are born into, does not determine the quality of education they receive.

The Equitable Funding Policy was developed by the Ministry of Education with support from the Global Partnership for Education and the World Bank through extensive technical consultations and stakeholder validation. The Ministry looks forward to working with schools, communities, and partners to make this policy a reality.
