    The Ministry of Education (MoE) is pleased to disclose the Grievance Manual for the Excellence in Learning (EXCEL) Project.
    This Manual provides the institutional, procedural, and operational framework for receiving, registering, assessing, resolving, and monitoring grievances arising from project implementation. It establishes a survivor centered protocol for Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) complaints, ensures confidentiality and referral pathways, and sets out the mandatory 24 hour reporting requirement for all SEA/SH cases to the World Bank.
    By publishing this Manual, the MoE reaffirms its commitment to transparency, accountability, and safeguarding the rights of students, teachers, parents, and communities across Liberia. The Grievance Mechanism is designed to strengthen trust, improve service delivery oversight, and contribute to the broader objectives of the Education Sector Plan 2022–2027.

  • Equitable Funding Policy for Early Childhood and Primary Education

    The Ministry of Education is pleased to announce the publication of the Equitable Funding Policy for Early Childhood and Primary Education, finalized in June 2026. Developed with support from the Global Partnership for Education and the World Bank Group, this policy establishes a transparent, predictable framework for financing public early childhood and primary education through a per-student model that links resource allocation directly to learner needs and school contexts.
    The Equitable Funding Policy reflects Liberia’s national commitment to evidence-based, transparent, and equitable financing. It ensures that schools serving disadvantaged communities, including those in remote rural areas, communities facing concentrated poverty, and children with disabilities, receive targeted support to dismantle barriers to participation and improve learning outcomes. Aligned with Liberia’s ARREST Agenda for Inclusive Development, the Education Reform Act, and the Education Sector Plan, this policy represents a practical instrument for systemic change, ensuring that every Liberian child has a fair opportunity to learn, thrive, and contribute meaningfully to our nation’s future.
