Ministry of Education Updates Public on Enforcement Action Against St. Teresa Convent Catholic School

Monrovia, Liberia – March 25, 2026 – Following the enforcement measures issued on February 25, 2026, in response to a serious breach of student safeguarding and supervision standards at St. Teresa Convent Catholic School, the Ministry of Education is providing an update on the status of the school’s compliance.
Since the issuance of those measures, the school has taken steps toward compliance. The Ministry confirms the following:
1. Formal and Public Apology: A formal apology has been submitted to the Ministry and publicly published in national newspapers, including the Daily Observer (see link: https://www.liberianobserver.com/…/article_c9ae52d8…), acknowledging the incident and the breach of safeguarding responsibilities.
2. Payment of Financial Penalty: The financial penalty of LRD 500,000 has been paid into the Government of Liberia’s Consolidated Account in accordance with the Ministry’s directive.
3. Internal Disciplinary and Corrective Measures: The school has reported disciplinary actions, including the suspension of the registrar, dean of students, principal and vice principal in relation to supervisory responsibility for the event. Additional measures reported include restrictions on certain student activities and strengthened internal supervision protocols.
The Ministry is currently verifying the implementation, adequacy, and sustainability of all reported corrective actions, including institutional safeguards intended to prevent recurrence.
The Ministry of Education reiterates that student safety, proper supervision, and adherence to established standards are non-negotiable obligations for all institutions. Where breaches occur, enforcement measures will be applied in accordance with the law, and compliance will be subject to verification.
