Liberia and MCC Advance TVET and Workforce Development Priorities

How do we ensure that young Liberians are being trained for the jobs the economy actually needs?

That question was at the center of recent consultations between the Government of Liberia and the Millennium Challenge Corporation (MCC) on the country’s proposed human capital and workforce development priorities.

During the engagement, MCC representatives commended Liberia’s Human Capital Concept Note, describing it as one of the strongest workforce development submissions received. Discussions focused on identifying skills gaps, understanding employer demand, strengthening existing TVET institutions, and preparing workers for opportunities in priority sectors, including energy.

Minister of Education Dr. Jarso Maley Jallah emphasized that training must connect directly to employment. She called for a review of the workforce demand study and relevant TVET curricula, including the newly developed electricity curriculum, to ensure that training reflects the skills employers actually require.

She also stressed the need to look beyond training alone by strengthening the full pathway from curriculum and practical instruction to employment, continuous professional development, and retention in the workforce.

The engagement also highlighted the importance of stronger private-sector participation, national ownership, inter-ministerial coordination, and regular assessment of whether training programs are producing the workforce Liberia needs.

For the Ministry of Education, this means ensuring that TVET investments are shaped by real labor-market demand and that young Liberians leave training with skills that can translate into meaningful employment.
